Solid Waste Services for Landfill Post Closure - Fulton County, Georgia

Fulton County, Georgia - 2011 ACC was selected to provide post closure care for the Merk/Miles Road and the Morgan Falls Landfills for Fulton County's Department of Public Works. ACC maintained full regulatory compliance for the landfills in a cost effective manner. This included timely submittals for all required Georgia Environmental Protection Division (EPD) environmental monitoring reports, maintaing the proper environmental records and responding to changes in the regulatory requirements. ACC maintained the landfill gas systems at each of the landfills and insured peak operating condition this was crucial to maintain compliance with EPD methane migration requirements and mitigating groundwater impacts by the landfills. ACC's prime purpose was to kept EPD satisfied with the post closure care, per permit condition, for the Fulton County Landfills.


Old Macon Rd. C&D / MSW Landfill & Bethsaida Church Rd. Landfill - Laurens County Solid Waste Management Authority

Dublin, Georgia - In 2006, ACC assumed responsibility as the Laurens County Solid Waste Management Authority's (LCSWMA) Engineering Firm. Duties include design and environmental services. The environmental services include groundwater monitoring for an active MSW and C&D site and a closed site. To date the active sites have remained in compliance and have had relatively few issues. The closed Bethsaida Church Road Landfill has presented a larger number of issues. Several years ago the facility implemented a CAP that in ACC's view contained some unnecessary measures. Conditions at the Bethsaida Church Road Landfill have greatly improved in recent years and impacts above regulatory standards are now limited to just a few wells. ACC is working with the LCSWMA and EPD to better focus remedial actions on these few wells. The objective is to maintain the highest level of environmental protection while eliminating unnecessary expenditures.

                        

 


Annual Landfill Gas System Operation and Maintenance - Republic Services, Inc. (RSI)

Alabama District Landfills – ACC provides annual landfill gas system operation and maintenance at three RSI landfills; Morris Farm Landfill in Lawrence County, AL; Pine View MSW Landfill in Walker County, AL; and Sand Valley MSW Landfill in DeKalb County, AL. Pine View’s system consists of 83 extraction wells, four condensate sumps, and a utility flare. Sand Valley’s system consists of 59 extraction wells, four condensate sumps, and a utility flare. Morris Farm has 40 extraction wells, three condensate sumps and a utility flare. All three landfills employ submersible pneumatic pumps to remove liquids from the collection system. ACC provides routine and emergency maintenance and operation of these systems.


Fleming/Gaissert Road Landfill - Albany-Dougherty County, Georgia

Albany, Georgia - ACC was selected to provide solid waste engineering services in June of 2006 under an on-call general engineering contract. The services have included various general solid waste services, including: plan modifications, updating closure post closure costs, preparation of remaining capacity reports, compliance audits, preparation of a Landfill Gas to Energy Feasibility study, and operation of the site's landfill gas collection and control system.

The Fleming/Gaissert Road Landfill accepts approximately 100,000 tons of waste per year. Construction and Demolition (C&D) waste materials are placed in a separate area from the municipal solid waste (MSW). The MSW landfill portion of the landfill is divided into two areas. The southern portion of the landfill is approximately 90 acres and has no synthetic liner or leachate collection system. Waste placement stopped in this area in 1993 and the waste was covered with intermediate cover consisting of approximately two feet of soil. MSW fill operations then started in the northeast portion of the landfill, which was constructed to subtitle D standards. ACC has assisted the County in obtaining approval of a vertical expansion of this portion of the landfill which will significantly increased the site's capacity without increasing construction costs.
