Solid Waste Engineering and Environmental Monitoring Service

ACC was selected in September 2014 to provide on-call solid waste engineering and environmental monitoring services for the Consolidated Government of Columbus-Muscogee County, Georgia.

The County has two inert landfill sites (Granite Bluff and Oxbow Meadows), and three MSW landfills (Wilson Camp, Schatulga Road, and Pine Grove). The Wilson Camp and Schatulga Road sites were already closed when ACC was selected. ACC staff continues to provide environmental monitoring an operational assistance for an active landfill gas systems at the closed MSW sites.

ACC staff obtained a topographical survey of the closed Oxbow Meadows Inert landfill and prepared the documentation necessary for the EPD to formally accept the closure of this site in 2016. ACC also assisted with obtaining a release from the United States Army Corps of Engineer’s from the wetlands permit for the site.

For the Granite Bluff site, the County was able to take advantage of the condition in the new inert landfill regulations allowing inert sites that could document compliance with siting conditions and all previous regulations to continue to operate as a permit by rule facility.

A condition of this approval was for the County to obtain new Soil and Erosion Control and NPDES stormwater permits for any future areas of the site. ACC staff developed a new D & O Plan in September 2016 for the site and is in the process of obtaining the new permits.

ACC staff’s work has also included a wide range of services to obtain a Major Permit modification to the Pine Grove Landfill to horizontally and vertically expand the C&D Landfill areas of the site. Services provided included:

  • Preparation of Site Acceptability Report for the expansion

  • Meeting all of the EPD Circular 14 requirements. EPD issued a draft Letter of Site Acceptability on July 29, 2016 for the expansion.

  • ACC has prepared a new D&O Plan for the expansion that is currently under review by EPD.
