CASE STUDY — Fulton County Landfill Monitoring Services

In 2009, ACC was selected as the County’s solid waste engineering and environmental monitoring firm and was able to quickly resolve a regulatory deficiency with the previous statistical analysis program to bring the facilities back into compliance with applicable regulations.

Fulton County owns two closed MSW landfills; Morgan Falls Road Landfill is located in Sandy Springs and Merk-Miles Road Landfill is located in south Atlanta. Both landfills were operated before the adoption of Subtitle D regulations and therefore have minimal liner systems with no leachate collection. The Morgan Falls Road Landfill is the site of a privately operated golf course open to the public. Merk-Miles Road Landfill is the site of one of the County’s public convenience centers for citzen drop off of waste destined for off-site disposal. Active gas extraction systems have been installed at both landfills and are operated and maintained by ACC. A portion of the Merk-Miles Road Landfill property was used by the County as a wood waste mulching/composting operation after closure of the landfill.

ACC provides groundwater and surface water monitoring, perimeter methane monitoring and post closure care inspections for the County at both closed landfills along with all regulatory compliance reporting to EPD. ACC also operates and maintains the active gas extraction systems at both landfills. ACC is completing final Corrective Action Plan items for the Merk-Miles Road facility. Groundwater, surface water, and methane monitoring consists of the following:

  • Morgan Falls - 24 groundwater wells, 3 surface water samples, 46 methane monitoring points.

  • Merk/Miles - 48 groundwater wells, 4 surface water samples, 51 methane monitoring points.

ACC finalized the Corrective Action Plan (CAP) for Merk Miles Landfill and prepares the annual CAP Update reports. The contract is a full services contract where ACC also maintains the gas collection and control systems at Morgan Falls and Merk Miles Landfill. In addition to these solid waste services, ACC oversaw the final CAP activities and delisting of Providence Park from the Hazardous Site Inventory.
