Hightower Road Landfill - Forsyth County Board of Commissioners
Cumming, Georgia - In 2006, ACC was selected as Forsyth's on call solid waste engineering and environmental monitoring firm. The Forsyth County Hightower Road Landfill complex is a closed landfill that consists of pre- and Subtitle D municipal solid waste and construction and demolition material landfills Phases I and II began were originally permitted by EPD in 1986 under the authority of Forsyth County. Phase IV was permitted in 1993 as a Subtitle D lined MSW landfill. With the exception of the C&D portion of Phase II, the primary waste stream was municipal solid waste and other non-hazardous refuse. All four phases were capped in closure activities completed in 1999. Phase IV was capped in accordance with Subtitle D regulations with geocomposite clay liner and a geomembrane.
The other MSW phases contain clay and geomembrane infiltration layers that met the minimum infiltration rates required by EPD. Passive methane vents and trenches were installed at all phases (except Phase II C&D) during closure. Forsyth County is required to perform groundwater monitoring services for the closed landfill. The closed phases have passive gas extraction systems that are utilized to control impacts to groundwater. ACC provides groundwater and surface water monitoring, perimeter methane monitoring and post closure care inspections for the County at this facility. ACC has also prepared a revision to the Corrective Action Plan for this facility.

Various Georgia and South Carolina Facilities - ACC staff has provided solid waste services to Waste Management (WM) for over 10 years. Services have been provided to WM in Georgia, Tennessee, Alabama, Mississippi, Louisiana, South Carolina, and Puerto Rico. These services included hydrogeological / geotechnical investigations, preparation of permit applications and permit renewal applications, preparation of landfill D & O Plans, landfill gas system plans, andclosure plans. ACC staff assisted WM with public meetings and with regulatory coordination. ACC staff prepared construction documents and specifications for construction of new Subtitle D landfill cells, groundwater monitoring reports, assessments of corrective
measures, corrective action plans, closure of existing facilities, leachate pumping and storage facilities and transfer stations. ACC staff has provided construction administration andCQA services for the construction of landfill cells, closure caps, landfill gas systems, and other support facilities.
ACC executed a master agreement with WM in January 2006. ACC is currently providing groundwater monitoring services for five WM sites in South Carolina and two in Georgia. ACC completed the ACM for one site in Georgia and has completed CAPs for two other Georgia sites. ACC is also providing WM with other general solid waste services such as assisting with required updating of storm water pollution prevention plans (SWPPP) and spill prevention and control plans (SPCCP), to meet new NPDES permitting requirements.
Morgan Falls Road Landfill & Merk-Miles Road Landfill Environmental Monitoring - Fulton County, Georgia
Fulton County, Georgia - Fulton County owns two closed MSW landfills; the Morgan Falls Road Landfill is located in Sandy Springs in the northern part of the County and the Merk-Miles Road Landfill is located in the southern part of the County. Both landfills were operated before the Subtitle D regulations were adopted and therefore have minimal liner systems with no leachate collection. Active gas extraction systems have been installed at both landfills. The Morgan Falls Road Landfill is also the site of a privately operated golf course open to the public. Merk-Miles Road Landfill is the site of one of the County's public convenience centers for County citizens to drop off waste destined for disposal off-site. Active gas extraction systems have been installed at both landfills and must be operated and maintained to achieve the goals of the respective systems. A portion of the Merk-Miles Road Landfill property was used by the County as a wood waste mulching/composting operation after closure of the landfill.
In 2006, ACC was selected as Fulton County's solid waste engineering and environmental monitoring firm. ACC provides groundwater and surface water monitoring, perimeter methane monitoring and post closure care inspections for the County at both closed landfills. ACC also operates and maintains the active gas extraction systems at both landfills. ACC is completing some final Corrective Action Plan items for the Merk-Miles Road facility. ACC is overseeing the closure of the mulch operation.
Annual Landfill Gas System Operation and Maintenance - Allied Waste, Inc. (AW)
Alabama District Landfills - ACC executed an addendum with AW to provide annual landfill gas system operation and maintenance at their BFI Alabama District's Sand Valley MSW Landfill in DeKalb County, AL and Pine View MSW Landfill in Walker County, AL. Pine View's system consists of 43 extraction wells, 3 condensate sumps, and a utility flare. Sand Valley's system consists of 33 extraction wells, 1 condensate sump, and a utility flare. ACC's Vice-President of Landfill Operations Joel Scott provides routine and emergency maintenance and operation of these systems.
