Old Macon Rd. C&D / MSW Landfill & Bethsaida Church Rd. Landfill - Laurens County Solid Waste Management Authority

Old Macon Rd LFDublin, Georgia - In 2006, ACC assumed responsibility as the Laurens County Solid Waste Management Authority's (LCSWMA) Engineering Firm. Duties include design and environmental services. The environmental services include groundwater monitoring for an active MSW and C&D site and a closed site. To date the active sites have remained in compliance and have had relatively few issues. The closed Bethsaida Church Road Landfill has presented a larger number of issues. Several years ago the facility implemented a CAP that in ACC's view contained some unnecessary measures. Conditions at the Bethsaida Church Road Landfill have greatly improved in recent years and impacts above regulatory standards are now limited to just a few wells. ACC is working with the LCSWMA and EPD to better focus remedial actions on these few wells. The objective is to maintain the highest level of environmental protection while eliminating unnecessary expenditures.

Methane Gase Monitoring WellACC recently assisted the Authority in gaining the approval of the Georgia EPD for a major modification of the site's solid waste permit to allow for the composting of wood waste and biosolids.

In 2008, ACC assisted the LCSWMA in getting recognition by SWANA-Georgia Chapter as the best operated landfill in the state and the second best recycling program in the state. In 2009, ACC assisted them in being honored by SWANA-National with the Silver Excellence Award for outstanding landfill operations. As well, ACC helped them receive a Distinguished Service Citation from Keep America Beautiful, Inc. and best recycling program in the state from Keep Georgia Beautiful, Inc. for their recycling program which consists of PET bottle and single-stream recycling and a composting operation.

Houston County MSW and C&D Landfill - Houston County Board of Commissioners

Houston Co MSWWarner Robbins, Georgia - In June 2006, ACC replaced the long-standing engineering firm that had served the County for over 15 years as the general solid waste engineering consultant. ACC provides routine annual general services include updating closure post-closure costs, obtaining aerial topography, preparation of remaining capacity reports, Title V air permit reporting, review of special waste manifests, environmental monitoring. Other engineering services provided have included preparation of construction documents, construction administration engineering, and construction quality assurance on cell construction projects and on the installation of new scales and canopy at the facility.

ACC provides environmental monitoring services that include groundwater monitoring for an active MSW and C&D site. In addition to routine monitoring duties, ACC has initiated an assessment monitoring plan for the MSW, revising the methane monitoring network, and revising the site suitability to include an additional parcel of land. ACC has also been working with Houston County and EPD to repair several monitoring wells. ACC's objective Houston Co LFis to repair the wells without costly full scale replacements. In designing the assessment monitoring plan, ACC sought to reduce the additional Appendix II sampling to just the impacted area of the facility. Ultimately, EPD agreed that only a portion of the wells needed additional Appendix II sampling. After four rounds of Appendix II data have been collected, ACC will work to further reduce the scope of Appendix II monitoring.

Deans Bridge Road Landfill - Augusta-Richmond County Solid Waste Department

Scalehouse Blythe, Georgia - In 2006, ACC was selected as Augusta's on call solid waste engineering and environmental monitoring firm. In previous employment, ACC staff members had developed a long-term relationship with Augusta and after the formation of ACC in 2005, Augusta chose to continue that relationship. The Deans Bridge Road Landfill is one of the busiest municipal landfills in the state and currently processes well over 1,000 tons of waste per day. Augusta is required to perform groundwater monitoring services for two closed phases and one active phase. The closed phases have active gas extraction systems that are utilized to control impacts to groundwater. A comprehensive leachate collection system is used to convey and remove leachate before it can impact groundwater.

ACC staff conducted the site suitability investigation for the current active phase. After demonstrating to EPD that the site was suitable for waste placement, ACC provided design services for the current phase. This design included the environmental monitoring plan which was designed to provide maximum environmental protection with a relatively small number of groundwater wells. ACC was tasked with designing an Assessment Monitoring Plan (AMP) for one of the closed phases and producing an Alternative Source Demonstration (ASD) for the other closed phase. ACC completed both tasks successfully and assumed responsibility for the routine groundwater monitoring program at all three sites.

Customer Conveniece CenterACC has also developed construction documents for and provided construction administration engineering and construction quality assurance services for a $15 million dollar construction of new cells, landfill gas system expansion, new scale house, six-bay maintenance building and administration building at this facility.

Fleming/Gaissert Road Landfill - Albany-Dougherty County, Georgia

Albany, Georgia - ACC was selected to provide solid waste engineering services in June of 2006 under an on-call general engineering contract. The services have included various general solid waste services, including: plan modifications, updating closure post closure costs, preparation of remaining capacity reports, compliance audits, preparation of a Landfill Gas to Energy Feasibility study, and operation of the site's landfill gas collection and control system.

The Fleming/Gaissert Road Landfill accepts approximately 100,000 tons of waste per year. Construction and Demolition (C&D) waste materials are placed in a separate area from the municipal solid waste (MSW). The MSW landfill portion of the landfill is divided into two areas. The southern portion of the landfill is approximately 90 acres and has no synthetic liner or leachate collection system. Waste placement stopped in this area in 1993 and the waste was covered with intermediate cover consisting of approximately two feet of soil. MSW fill operations then started in the northeast portion of the landfill, which was constructed to subtitle D standards. ACC has assisted the County in obtaining approval of a vertical expansion of this portion of the landfill which will significantly increased the site's capacity without increasing construction costs.
