The Challenge: A Complex Network of Landfills, Evolving Needs

Managing five landfill sites—each with unique regulatory histories and operational needs—is no small feat. The Columbus Consolidated Government (CCG) was responsible for two inert landfills (Granite Bluff and Oxbow Meadows) and three municipal solid waste (MSW) landfills (Pine Grove, Schatulga Road, and Wilson Camp). What they needed was more than a consultant—they needed a responsive, knowledgeable partner who could guide them through environmental compliance, site expansion, permitting, and long-term planning. That’s where ACC came in.

Our Role: From Compliance to Closure to Expansion

Since 2014, ACC has served as CCG’s go-to resource for on-call solid waste engineering and environmental services. Our work began with foundational support: conducting groundwater, landfill gas, and methane monitoring to meet Georgia EPD standards at the closed MSW sites.

At Oxbow Meadows Inert Landfill, we prepared final closure documentation and coordinated with the U.S. Army Corps of Engineers to secure a wetlands permit release. At Granite Bluff, we helped maintain operations under Georgia’s “permit by rule” framework and crafted a new Design & Operations Plan to support future development. We also supported the acquisition of NPDES and erosion control permits—crucial for the site’s continued functionality and compliance.

Paving the Way for Future Capacity

At Pine Grove Landfill, the County was ready to take the next step: expanding its C&D unit to meet growing demand. ACC led the effort, preparing a Site Acceptability Report that met EPD Circular 14 requirements. Our planning secured a draft Letter of Site Acceptability from the Georgia EPD and led to the submission of a new Design & Operations Plan, which remains under review.

These efforts reflect ACC’s long-term strategy—helping clients not only stay compliant but also proactively plan for the future.

Today, ACC continues to support CCG’s landfill operations with dependable environmental oversight and strategic planning. Our team has become an integral part of the County’s approach to managing its landfill assets—responding quickly when issues arise and staying ahead of regulatory changes.
