The Challenge: Growth, Compliance, and Control - All at Once
As the primary disposal site for the Dalton-Whitfield region, the 1,200-acre Old Dixie MSW Landfill needed more than day-to-day support. With 90 permitted acres and growing demand, the Dalton-Whitfield Solid Waste Authority (DWSWA) faced the complex challenge of managing capacity, improving infrastructure, and maintaining compliance—without sacrificing operational independence.
To meet those goals, DWSWA needed a technical partner that could respond quickly, work collaboratively, and think long-term. Since 2006, that partner has been ACC.
Our Role: Trusted Engineering and Environmental Partner
Under a long-standing general services agreement, ACC has provided ongoing engineering, environmental, and compliance support for the Old Dixie facility. Our work has helped the Authority manage current operations while proactively preparing for future needs—always with a focus on cost-effective solutions and regulatory alignment.
We led the development of landfill master plans and 5-year permit reviews to help the site grow in step with regulations. When expansion became critical, we expedited the permitting of baleful and MSW cells to prevent operational delays and protect long-term capacity.
What We Delivered: Upgrades, Compliance, and Operational Ease
Our support extended well beyond landfill boundaries. We modernized site infrastructure with the design and permitting of a new scalehouse to improve traffic flow, and managed major permit modifications for the materials recovery facility (MRF) to support efficient recycling operations.
To reduce operating costs and dependency on off-site materials, we designed and permitted on-site borrow areas, supplying daily cover and materials for capital projects. Throughout construction, ACC provided constructible designs and Construction Quality Assurance (CQA) to ensure every project was built right the first time.
We’ve also helped the Authority stay ahead of regulatory obligations by updating SWPPP, SPCC, and Tier II reporting documents, designing leachate conveyance systems, and managing groundwater monitoring programs. When closure and post-closure planning became necessary, we prepared cost estimates and navigated EPD feedback to keep plans on track and compliant.

We’ve helped the Authority extend the landfill’s useful life, reduce regulatory risks, and modernize critical infrastructure—while empowering their team to remain in full control of day-to-day operations. Through ongoing collaboration, we continue to provide the insight and technical support they need to thrive as a locally driven, sustainably managed solid waste system.
