The Challenge: Bringing Legacy Landfills Back into Compliance
Fulton County owns two closed municipal solid waste landfills—Morgan Falls Road Landfill in Sandy Springs and Merk-Miles Road Landfill in south Atlanta. Operated prior to Subtitle D regulations, both sites lack modern liners and leachate collection systems, requiring close environmental oversight.
When ACC was brought on in 2009, the County was facing a regulatory deficiency tied to statistical analysis methods, putting compliance at risk. With active gas systems, nearby public use, and aging infrastructure, these landfills needed more than routine monitoring—they needed a reliable, long-term partner.
Our Role: Comprehensive Monitoring, Maintenance, and Reporting
ACC became Fulton County’s dedicated consultant for solid waste environmental services, resolving the statistical deficiency and returning both landfills to regulatory compliance.
Today, ACC provides full post-closure monitoring and operational support, including:
Groundwater and surface water sampling
Perimeter methane monitoring
Post-closure inspections
Regulatory reporting to Georgia EPD
Operation and maintenance of active landfill gas systems
We also finalized the Corrective Action Plan (CAP) for Merk-Miles and manage the annual update process. Our work helped successfully delist the Providence Park site from Georgia’s Hazardous Site Inventory.

Monitoring Program Highlights:
Morgan Falls Road Landfill: 24 groundwater wells, 3 surface water locations, 46 methane monitoring points
Merk-Miles Road Landfill: 48 groundwater wells, 4 surface water locations, 51 methane monitoring points
ACC also maintains and monitors the active gas extraction and control systems at both landfills—critical to minimizing off-site gas migration and ensuring public safety.

Fulton County continues to count on ACC to keep both landfill sites in full compliance with state regulations—while also maintaining active public spaces like a golf course and convenience center.
