The Challenge: Navigating Monitoring Demands at Two High-Volume Sites

Green for Life (GFL) Environmental operates two major facilities in Duval County, Florida: the Otis Road Construction & Demolition (C&D) Landfill and the Coastal Recycling Services Material Recovery Facility (MRF). Each facility requires rigorous environmental monitoring and reporting to maintain compliance with Florida Department of Environmental Protection (FDEP) regulations. But with numerous sampling points, changing regulatory expectations, and a need for detailed documentation, GFL sought a partner who could deliver high-accuracy data collection, real-time field support, and regulatory-ready reports.

Our Role: On-Call Monitoring, CQA, and Compliance Documentation

ACC was engaged to provide ongoing environmental compliance support for both the Otis Road Landfill and the Coastal MRF. Our work spans groundwater, surface water, and methane sampling, construction quality assurance (CQA), and the preparation and submission of regulatory reports. We work closely with GFL’s team so that the data tells the right story—one that is protective of human health, compliant with regulations, and supportive of each facility’s goals.

We not only collect data—we help interpret and improve it. ACC routinely identifies and corrects laboratory addenda and data inconsistencies before they become compliance issues, protecting GFL from unnecessary regulatory risk.

What We Delivered: Field Presence, Technical Insight, and Report Accuracy

At the Otis Road C&D Landfill, ACC deployed experienced senior field technicians to provide full-time CQA monitoring during critical phases of landfill gas infrastructure construction. This included overseeing the drilling and installation of vertical extraction wells, recording boring data to develop accurate completion logs, and observing the installation and pressure testing of HDPE pipelines, airlines, and force mains.

For routine environmental monitoring, we collect samples and conduct reporting for:

  • Otis Road Landfill: 12 groundwater wells, 1 surface water sample, 9 methane monitoring points

  • Coastal MRF: 10 groundwater wells, 1 surface water sample

On behalf of GFL, ACC prepares and submits water quality reports, methane monitoring results, well installation and abandonment documentation, and formal responses to FDEP requests for additional information. We maintain working relationships with key FDEP contacts in the Northeast District, including Ms. Anna McClure, Mr. Michael Bogin, and Mr. Brian Durden.
