The Challenge: Managing a Complex Site with Long-Term Needs

Houston County’s SR 247 Solid Waste Management Facility spans 1,400 acres and includes both MSW and C&D disposal units. As the County’s primary solid waste site, it required a forward-thinking plan to accommodate population growth, increasing waste volumes, and evolving environmental regulations. At the same time, the County needed a partner who could help them balance day-to-day operations with strategic development.

Our Role: A Multi-Discipline Partner in Engineering, Compliance, and Strategy

Since 2006, Atlantic Coast Consulting has served as Houston County’s on-call engineering consultant. Our role has grown alongside the site itself—from providing technical design support to helping shape the County’s solid waste strategy through data-driven financial analysis, regulatory coordination, and long-term expansion planning.

What We Delivered: Expansions, Upgrades, and Future-Ready Planning

We began by helping the County secure a major landfill expansion to increase capacity. We designed and permitted multiple landfill cells and implemented leachate recirculation and gas collection systems to improve operational efficiency and environmental performance. We also planned and designed a new citizen convenience center and debris grinding area, enhancing service to the public while supporting diversion goals.

Beyond design, we provided construction quality assurance (CQA) during major buildouts and completed a 2024 operations cost analysis—evaluating staffing, equipment, and reserves to recommend practical rate structures for long-term financial sustainability.

Keeping Compliance and Monitoring on Track

Environmental monitoring and regulatory reporting are ongoing responsibilities at SR 247, and ACC continues to support the County in meeting all requirements. We’ve conducted hydrogeologic investigations, maintained groundwater and surface water sampling programs, managed landfill gas and Title V air quality reporting, and provided annual updates to closure/post-closure cost estimates. Our work helps the County stay compliant and prepared.

The Result: A Stable, Scalable, and Sustainable Landfill Operation

Nearly two decades of collaboration have resulted in a well-managed, financially sound, and environmentally compliant landfill system. Houston County continues to rely on ACC not only for our engineering capabilities, but for our ability to align technical solutions with long-term goals. Our partnership has helped the County build a foundation that supports both present-day performance and future growth.
